Florida Medicaid Reform Evaluation Team

The core MRE Team is comprised of the following individuals from the Department of Health Services Research, Management and Policy at the University of Florida:

R. Paul Duncan, Ph.D. ~ Dr. Duncan is the Louis C. and Jane Gapenski Professor and Chair of the Department of Health Services Research, Management and Policy in the College of Public Health and Health Professions, University of Florida. Dr. Duncan has been a faculty member at UF for almost thirty years. He is a nationally prominent health services researcher, with a primary focus on access to health care. Dr. Duncan is the author of nearly 100 published articles and health policy reports. From 1998 until the present, he has been responsible for the design and implementation of major surveys of health insurance coverage in Florida, Kansas, Indiana, and elsewhere, as well as several evaluation studies focused on various Medicaid programs.

Dr. Duncan serves as the Principal Investigator (PI) of the MRE.

Allyson Hall, Ph.D. ~ Dr. Hall serves as an Associate Director for the University of Florida’s Center for Medicaid and the Uninsured (FCMU). She is also an Associate Professor in the Department of Health Services Research, Management and Policy in the College of Public Health and Health Professions. Dr. Hall has worked for the United Hospital Fund (UHF) of New York and served as a program officer at the Commonwealth Fund where she was responsible for managing grant programs related to improving the health of members of racial and ethnic minority groups. She has also served as a healthcare consultant in Guyana and Jamaica. Dr. Hall is interested in issues related to access to care for vulnerable populations. Dr. Hall holds a Ph.D. in Health Policy from the Johns Hopkins University School of Hygiene and Public Health.

Dr. Hall oversees the quality of care, outcomes, and enrollee experience analysis for the MRE.

Jeffrey Harman, Ph.D. ~ Dr. Harman is an Associate Professor in the Department of Health Services Research, Management and Policy at the University of Florida. Dr. Harman is a health services researcher with expertise in health economics and econometric models to study utilization and expenditures of health care. He is a recipient of the career development award from the National Institute of Mental Health (K01). His research focuses on the factors affecting use of health services, with special emphasis on the role that health insurance plays on utilization. He is currently PI of an industry-sponsored study to assess the impact of reduced co-payment levels with monthly out-of-pocket caps on adherence to prescribed medication. He is also a co-investigator on studies examining the impact of increased Medicaid payments on quality of care in nursing homes and the quality of depression care in rural communities.

Dr. Harman is responsible for the fiscal analysis component of the MRE.

Niccie McKay, Ph.D. ~ Dr. McKay is an Associate Professor in the Department of Health Services Research, Management and Policy at the University of Florida. Dr. McKay is a health economist who joined the faculty at the University of Florida in 1997 and served as Chair of the department from 1997–2003. Her research has been published in a variety of journals, including Health Economics, Inquiry, and Health Care Management Review. Dr. McKay’s current research interests include linkages between costs and outcomes, the magnitude and nature of administrative costs, and factors influencing hospital uncompensated care. She received her Ph.D. in Economics from the Massachusetts Institute of Technology.

Dr. McKay’s area of responsibility is the evaluation of the Low-Income Pool.

Lilliana Bell, MHA ~ Ms. Bell is a Research Project Manager in the Department of Health Services Research, Management and Policy at the University of Florida. She is responsible for the coordination and management of all research activities related to UF’s Evaluating Medicaid Reform in Florida project. As a graduate research assistant with the Florida Center for Medicaid and the Uninsured, Ms. Bell managed the design, execution, and data analysis of a state-wide survey of Florida Safety Net Providers. She has also worked as an Administrative Intern at Lee Memorial Hospital, Ft. Myers, where she coordinated and evaluated a Nursing Redesign initiative. Ms. Bell earned both her Master of Health Administration and Bachelor of Science in Health Education degrees from UF.
